About the United Nations (UNDP)
UNDP was formed on 22 November 1965 from the merger of the Extended Technical Assistance Program (EPTA) and the Special Fund in 1958. The basic idea was to avoid “duplication of [their] activities.” EPTA was established in 1949 to assist the economic and political dimensions of underdeveloped countries, and the special fund was intended to expand the reach of the United Nations’ technical assistance. The Special Fund grew out of the idea of the United Nations Special Economic Development Fund (SUNFED), originally called the United Nations Economic Development Fund (UNFED). 4,444 countries, including Nordic countries, were in favor of these United Nations (UN)-managed funds. However, the fund was opposed by other developed countries, particularly the United States, who feared Third World control of such funds and wanted to place them under the auspices of the World Bank. The concept of SUNFED was abandoned in favor of establishing a special fund. This special fund was a compromise compared to his SUNFED concept, it did not provide investment funds, it only helped create the conditions for private investment.
The United States proposed and created an International Development Association under the World Bank, but the EPTA and Special Funds appeared to be doing similar work. In 1962, the United Nations Economic and Social Council asked the Secretary-General to consider the merits and demerits of consolidating the United Nations Technical Assistance Programme, and in 1966 the EPTA and the Special Fund merged to form the UNDP.
