Hold at least a master’s degree in Social Sciences, International Development, or any other relevant discipline.

Minimum of 10 years experience in capacity development, training projects, business development and delivery, strategic planning, project or portfolio design, delivery and management, facilitation, managing and coordinating multi-cultural teams, and managing budgets within large and complex institutional settings.

Ability to collaborate with Senior Management teams and be responsive to the needs of multiple stakeholders, with excellent negotiation skills.

Ability to make administrative/procedural decisions and judgments, with excellent technical and analytical skills and due consideration of inherent corporate-wide risks.

Ability to investigate and analyze information and draw conclusions.

Ability to provide strategic leadership advisory and drive results and execution.

Proven ability to communicate both orally and in writing with high-level individuals/stakeholders.

Role and Responsibility

Review pre-existing materials and resources on SARD’s program management.

As needed and in coordination with NDI staff, engage with the SARD to better understand their program management processes.

In coordination with NDI staff, develop frameworks, structure, and topical focus areas for a training curriculum to build the capacity of a team of program management experts within SARD and the Department of Finance that will serve as a program management resource hub for the broader CTA.

Following initial training sessions, work with SARD to identify the necessary skills or knowledge needed for additional capacity development requirements, and design training modules for implementation in Q4 and subsequent years.

Work with NDI and SARD to launch a MEL database and any other tech tools that support SARD’s newly established SoPs.

The expected start date of this consultancy is 07/1/2023, and the end date is 9/30/2023, with a maximum of 46 billable days.
